The commanders of these components all report to the department's Deputy Commissioner.



PROGRAM MANAGEMENT AND PROFESSIONAL STANDARDS DIVISION

The three primary components of this division are the Bureau of Internal Affairs, Program Management Section, and the Office of Public Affairs.

  • The Bureau of Internal Affairs consists of an Analysis Unit to coordinate and provide over sight on matters relating to employee discipline, internal investigations and ethics; and an Investigations Unit to investigate allegations of misconduct with the possibility of criminal intent and to examine questionable injury or disability claims for evidence of fraud.
  • The Program Management Section consists of: a Fiscal Audits Unit; a Legal Coordination Section; and, a Program Evaluation Unit to help commanders judge how effective their programs and personnel are.
  • The Office of Public Affairs promotes safe driving practices and publicizes departmental policies and priorities through news releases, public service announcements, speeches, reports, videotapes, brochures, posters, billboards, magazine articles, letters and direct contact with the media and public. The staff prepares and distributes Zenith 12000, an employee magazine, and Perspectives, the CHP annual report.
    • Local and regional public awareness activities are handled for the department through the more than 100 public affairs officers and coordinators assigned to area and division offices.

PROTECTIVE SERVICES DIVISION

The Protective Services Division is the newest among the CHP's operational Divisions. The Division is made up of three offices:

  • The Office of Capitol Services provides police and safety services to the occupants and visitors to the State Capitol Building and grounds, and to 40,000 state employees and over 400 state facilities in the Sacramento area.
  • The Office of Dignitary Protection is responsible for the protection and security of the Governor, Lieutenant Governor, Secretary of State, State Treasurer, State Controller, State Superintendent of Public Instruction, State Insurance Commissioner, and other elected officials as needed. The Office of Dignitary Protection also assists in the protection of national and international dignitaries during their visits to California.
  • The Office of Court Services provides security and bailiff services for the State Supreme Court and the State Appellate Courts throughout California.

EXECUTIVE OFFICES

  • The Office of Special Representative speaks for the Highway Patrol in the California State Legislature. Unit members coordinate the department's legislative program as defined by the governor and the Business, Housing and Transportation Agency. They also provide legislation with a law enforcement perspective of proposals to change the Vehicle Code and other statutes.
  • The Office of Employee Relations represents management in negotiations with CHP employee organizations concerning wages, hours and working conditions. The staff also apprises managers concerning significant employer-employee issues, oversees employee grievances and complaints, and represents the CHP before the state Department of Personnel Administration and the State Personnel Board.
  • The members of the Office of Equal Employment Opportunity oversee the discrimination complaint process, encourage updward mobility, and ensure compliance with bilingual staffing requirements.
  • The Office of Organization Development conducts management surveys of various commands, then provides feedback and team building. This office also oversees all management training, with emphasis on real-world situations and solutions.
