When the attacks occurred on 9/11, an Emergency Command Post was destroyed. Fire crews and Police couldn't communicate with each other. After Katrina hit New Orleans, with no power and the infrastructure gone, police agencies couldn't coordinate with their own people. Immediately after the Loma Prieta quake, Fire crews and Police relied on walkie-talkies and runners to organize their emergency response teams.
