SACRAMENTO — In September 2025, the California Highway Patrol (CHP) Valley Division Organized Retail Crime Task Force (ORCTF) received an investigation referral from The Home Depot regarding a subject involved in a sophisticated fraud and theft scheme. The suspect allegedly damaged merchandise, removed internal components and returned the altered products in exchange for new items.
The suspect has been linked to hundreds of incidents at retail locations across California, resulting in losses exceeding $900,000. Working in partnership with the Sacramento Police Department and the Placer County District Attorney’s Office, the Valley Division ORCTF conducted an extensive, multijurisdictional investigation that identified several individuals participating in this organized criminal enterprise.
Subsequent residential search warrants, executed in cities ranging from Baldwin Park to Hayward, Calif., led to the recovery of approximately $307,000 in suspected stolen retail merchandise, which has been returned to victim retailers. Investigators also seized $59,000 in cash and 12 firearms. Multiple arrests have been made in connection with this ongoing investigation.
