The Commercial Industry Education Program (CIEP) offers free educational safety seminars for commercial drivers, carriers, and drivers of passenger vehicles. These seminars identify actions drivers can take to avoid a collision, specific tips on sharing the road with other vehicles, and an outline of basic rules of the road. Presentations vary from one to eight hours and are offered at no expense to the carriers. Carriers have the option of receiving the presentations at their facility or at another agreed upon location. Presentations can also be tailored to suit the needs of the carriers, including presentations provided in Spanish.

 Other essential training includes:

  • ​Driver safety and rules of the road, which encompasses a basic overview of traffic laws, including speed control and safe lane changes

  • A  basic overview of the North American Standard Out-of-Service Criteria which has been adopted by California and serves as a guide for when a vehicle is deemed to be so unsafe, the violation must be corrected before it can continue on its course of travel

  • An overview of the adopted North American Standard Level I vehicle inspections and how they are performed

  • The proper way to perform a thorough pre-trip inspection

  • Procedures for reporting highway emergencies

  • An overview of farm labor vehicle requirements

  • How the Compliance, Safety, Accountability scoring affects carriers and drivers

  • An overview of hours-of-service regulations, including how to properly maintain log books/time cards

  • Correct application of size, weight, and loading regulations

  • ​Controlled substances and alcohol testing

  • An enhanced Rules of the Road/Driver Safety and distracted driving

  • Basic Inspection of Terminals (PDF)program

  • Benefits of preventive maintenance

  • Licensing and registration

  • School Bus (driver/mechanic/administrator).

  • Other Buses (general public paratransit vehicle, school pupil activity bus, tour bus, youth bus, etc.)

  • Railroad crossing safety

  • Hazardous materials security and the transportation of hazardous materials for shippers and carriers

The CIEP is a continuous educational program designed to provide information and safety awareness to everyone operating commercial vehicles.

​CHP Commercial Enforcement Personnel provide informational seminars on many specific topics, including:

 

  • Maintenance inspection (pre-trip and level 1) procedures

  • Basic Inspection of Terminals (BIT)

  • Hazardous materials transportation requirements

  • Hours of service

  • Controlled substance and alcohol testing requirements

  • Insurance requirements and fraud awareness

  • Size and weight requirements and issues

  • Rules of the road and driver safety tips

​In addition to these specific information seminars, all CIEP classes include general information anyone in the commercial trucking industry. This information includes:

 

  • Vehicle/carrier inspection requirements and procedures

  • Size and weight requirements

  • Understanding the Out-of-Service criteria

  • Rules of the road/driver safety

  • The functions performed by CHP commercial enforcement personnel

  • Understanding CVSA inspection decal issuance
