Master Service Agreement

Primary MSA Agreement # 15C029004 with Inter-Con Security Systems, Inc. went in to effect March 1, 2016.

On 02/02/17 CalHR published new wage and blended benefit rates that will effect MSA Agreement 15C029004. An Amendment is currently being processed that will have an effective date of 03/01/2017. Client agencies that wish to prepare their subsidiary amendments may request a copy of the draft amendment by emailing mehall@chp.ca.gov. Once amendment has been fully executed this page will be updated.   

DVBE PARTICIPATION FOR MSA 15C029004
The percentage Inter-Con has committed to DVBE will be based on the overall for the Region. They have committed to 3% in Regions 1, 3 & 4; and 4% in Region 2. Client Agencies may or may not have DVBE participation in their individual subsidiary agreements. Inter-Con should provide DVBE information (if applicable) to the Client Agency so that they may capture the dollars for reporting purposes. Inter-Con will be responsible to meet all reporting requirements with copies to be provided to CHP for tracking purposes.
As a reminder Client Agencies are not obligated to use the MSA. The MSA is not mandatory. Should Client Agencies wish to waive the DVBE requirement and not allow for subcontracting they should opt to do their own solicitation and not use the MSA. This would ensure the resulting agreement would meet their specific needs.


Secondary MSA (for Regions 1, 2, and 3) Agreement # 16C029004 with World Private Security, Inc. went in to effect January 18, 2017.

The percentage World Private Security Inc. has committed to DVBE will be based on the overall for the Region. They have committed to 3% in all Regions. Client Agencies may or may not have DVBE participation in their individual subsidiary agreements. World Private Security, Inc. should provide DVBE information (if applicable) to the Client Agency so that they may capture the dollars for reporting purposes. World Private Security Inc. will be responsible to meet all reporting requirements with copies to be provided to CHP for tracking purposes.

The percentage National Security Industries has committed to DVBE will be based on the overall for the Region. They have committed to 3% in all Regions. Client Agencies may or may not have DVBE participation in their individual subsidiary agreements. National Security Industries should provide DVBE information (if applicable) to the Client Agency so that they may capture the dollars for reporting purposes. National Security Industries will be responsible to meet all reporting requirements with copies to be provided to CHP for tracking purposes.

CALHR AND BLENDED BENEFIT RATES
Per the IFB, rates at time of bid are in effect for the full first year of agreement. Upon completion of first year an amendment will be done to increase/decrease rates in accordance with those established /published by CalHR.


COMPLAINTS/ISSUES WITH MSA PROVIDERS
