Southern Division Special Services
Southern Division Special Services is comprised of multiple specialized units, which assist the surrounding Area offices within the Division in meeting the Department’s mission of providing the highest level of Safety, Service, and Security.
Major Crimes investigators investigate or assist Area offices with the investigation of a wide variety of complex crimes occurring on state properties and freeways which fall within CHP jurisdiction. Auto Theft investigators investigate auto theft rings and chop shops, while recovering stolen vehicles/equipment. Officers assigned to one of the many task forces work with a variety of allied agencies in the apprehension of fugitives, criminals involved in human trafficking, drug transportation, gangs, organized retail theft, cargo theft, and a variety of other crimes. The Multidisciplinary Accident Investigation Team (MAIT) conducts in-depth investigations of major traffic collisions. Canine officers utilize specially trained canines to perform a variety of functions, including the apprehension of criminals attempting to avoid arrest and the detection of human scent, contraband and explosives. Background investigators conduct objective, thorough, comprehensive, fact-finding administrative investigations on uniformed and non-uniformed applicants to the Department.
The Motor Carrier Safety Unit is comprised of Motor Carrier Specialists who inspect commercial vehicles, busses, and terminals. Their mission is to ensure the safe and efficient operation of commercial/regulated vehicles and busses as they operate within Los Angeles County.
The Commercial Unit is made up of Mobile Road Enforcement (MRE) officers and Commercial Vehicle Inspection Specialists (CVIS). Our MRE officers work diligently to provide on-highway commercial vehicle enforcement. Our CVIS’ work with MRE officers at our Commercial Vehicle Enforcement Facility located on I-405, in the city of Carson, to inspect commercial vehicles and identify size, weight, loading, hours-of-service and other commercial related violations.
COMMANDER'S MESSAGE
Captain Vic Walton began his career with the California Highway Patrol (CHP) in 2002, first serving in the South Los Angeles Area, where he focused on building strong community relationships and developing a solid foundation in patrol and traffic safety. His subsequent assignments included serving as a sergeant in West Los Angeles and Santa Fe Springs, and later as Executive Lieutenant and Administrative Assistant to Chief Chris Margaris. In 2024, he assumed command of the Baldwin Park Area, emphasizing collaborative policing and community engagement. In October 2025, he transitioned to Southern Division’s Special Services Command.
Captain Walton’s experience includes work across several specialized units. He is one of the Special Response Team (SRT) Commanders, providing support during critical incidents and high-risk operations. He oversees the Southern Division Critical Incident Investigation Team, the Division’s Warrant Service Team, and previously managed the Impaired Driving Task Force, maintaining a steady focus on traffic safety and investigative work.
He is also involved in regional planning for major upcoming events, serving on both the LA28 Olympics Subcommittee and the FIFA World Cup Subcommittee. His training in Urban Search and Rescue contributes to broader emergency preparedness and response capabilities within the region.
In addition to his operational responsibilities, Captain Walton serves on the Board of Directors for the Peace Officers Association of Los Angeles County, supporting initiatives centered on professional development and community partnerships.
He holds a Bachelor’s degree in Sociology from Arizona State University and a Master’s degree in Criminal Justice from the University of Southern California. His education and career experience continue to guide his practical, steady, and community-focused approach to law enforcement.
