The Office of Risk Management (ORM) reports directly to the Office of the Commissioner and is
responsible for providing assessments and analysis to mitigate liabilities and determine appropriate
response to incidents from a risk management perspective.
With the passage of Assembly Bill 48, and in accordance with Section 13652.1 of the California Penal
Code, ORM is also responsible for publishing summaries of all instances in which a kinetic energy
projectile or chemical agent, as defined in Section 13652 of the California Penal Code is used for crowd
control, and that the information is accessible for public viewing.
