SACRAMENTO, Calif. – A
freeway shooting suspect is in custody and a firearm has been recovered along
with several stolen vehicles after the execution of search warrants in the city
of Oakland.
The California Highway Patrol (CHP) Valley Division is pleased to
announce the successful resolution of a recent shooting incident, thanks to
outstanding collaborative investigative work by Valley Division Investigative
Services Unit (ISU), Valley Delta Regional Auto Theft Task Force (RATT), and
the CHP Golden Gate Division Alameda County Regional Auto Theft Task Force
(ACRATT).
On the evening of August 4, 2024, Stockton Area CHP officers responded
to a reported non-injury shooting on westbound State Route 120 near Main
Street. Officers arrived on scene and located
the victim, who provided information that led to the identification of a
suspect. Using that information, officers utilized the Flock Safety cameras and
technology to identify the vehicle and potential suspect. After diligent
investigative efforts, the suspect's vehicle was located in Oakland, prompting
the immediate response of the Golden Gate Division's ACRATT team along with
Valley Division personnel.
On August 5, surveillance was conducted at the vehicle's location,
revealing the suspects’ presence within a nearby unsheltered encampment. With
the assistance of CHP Golden Gate Division investigators, a search warrant was
obtained and executed. Two suspects, Stacy Nelson, 27, of Sacramento and Jarvis
Guard, 40, of Antioch, Calif. were found hiding within a structure in the
encampment. A loaded handgun, which was determined to be stolen, was found at the
crime scene.
Both suspects were taken into custody, and booked into San Joaquin
County Jail on multiple charges, including vehicle theft, shooting at an
occupied vehicle, conspiracy, gun-related charges, and probation violations.
Additionally, investigators recovered five stolen vehicles at the
location where the search warrant was executed.
This successful resolution highlights the CHP’s dedication to
utilizing all available resources to ensure that justice is served. Investigations
like these highlight the CHP’s partnerships with companies like Flock Safety
that continue to improve our ability to investigate and hold those people that
commit these dangerous crimes accountable.
