COMMANDER'S MESSAGE

Garrett 2 star.PNGAt the age of 21, Captain Joe Diaz joined the California Highway Patrol beginning his academy training in November of 2000.  He graduated on May 11, 2001, and has been honorably serving the people of California since then.  Captain Diaz has a bachelor’s degree in criminal justice administration, a master’s degree in public safety, is a graduate of the FBI National Academy (FBINA) and has completed the FBI Law Enforcement Executive Development Seminar (LEEDS).

Captain Diaz spent the first 19 years of his career working at the South Los Angeles Area.  Having been raised in the South Bay, the South Los Angeles Area was his local office, passing it daily for 4-years while he commuted to the University of Southern California (USC) in the late 90’s.  Captain Diaz was thrilled when it became his initial assignment after graduating the CHP Academy in 2001.  Two years later, Captain Diaz attended and graduated Motor School in October of 2003.  Captain Diaz spent the next 11 years as a motor officer primarily working the south end of the Harbor Freeway (I-110), Vincent Thomas Bridge, and serving in several other specialized capacities such as: Field Training Officer (FTO), Officer Safety and Tactics (OST) Instructor, Special Response Team (SRT) Officer, and Critical Incident Investigation Team (CIIT) Investigator.

Captain Diaz was promoted to Sergeant in January of 2014 and remained at the South Los Angeles Area.  He spent the next 4 years serving as a motor sergeant supervising the officers in the field until becoming the Area’s Administrative Sergeant from 2018-2020.  During his tenure as a sergeant, Captain Diaz continued serving in several specialized capacities as a supervisor and began assisting the Area’s Explorer Post.

Captain Diaz promoted to Lieutenant in March of 2020 and was assigned to the largest command in the state, the Los Angeles Communications Center (LACC).  During his tenure at LACC, Captain Diaz assisted with the management of over 220 employees (uniform/dispatch/professional staff), while overseeing the operation of the Southern Division Traffic Management Center (TMC) and Emergency Operations Center (EOC) during major emergencies or large-scale events.  While working at LACC, Captain Diaz was also selected to lead Southern Division’s Impaired Driver Task Force (IDTF).

In March of 2022, Captain Diaz transferred to the Santa Fe Springs Area where he served as the long-term acting commander following the retirement of the Area’s previous Captain.  While serving as the acting commander, Captain Diaz revamped several internal procedures to improve efficiency and productivity and established new relationships with Area stakeholders.
In May of 2023, Captain Diaz was promoted to his current rank and assigned to the Office of the Commissioner, Field.  Captain Diaz was contracted to serve as the Regional Commander for the California Department of Developmental Services (DDS) law enforcement branch, the Office of Protective Services (OPS).  As the Regional Commander, Captain Diaz was second in command for the entire Department and responsible for direct oversight of OPS activities at multiple Developmental Centers, Community Facilities, and Stabilization Training Assistance Reintegration (STAR) homes throughout the state of California.

In October of 2024, Captain Diaz returned to the South Los Angeles Area to serve as the Area’s commander.  As one of the largest and busiest commands in the state, Captain Diaz is honored to lead the men and women that make the South Los Angeles Area such a success.  Collectively, the outstanding personnel of the South Los Angeles Area are committed to providing exceptional service to the motoring public, enhancing public safety in our communities, and advancing the CHP’s mission of providing the highest level of Safety, Service and Security.
