The Otay Mesa Commercial Vehicle Enforcement Facility (CVEF) is a “port-of-entry” commercial vehicle enforcement facility located in the city of San Diego and within the suburb of Otay Mesa. As a part of CHP’s Border Division, the Otay Mesa CVEF is designed to be at the forefront for the safety of commercial vehicles entering California from Mexico. The Otay Mesa CVEF also oversees the operation of the Tecate CVEF, which is located in San Diego County, approximately 18 miles east along the United States/Mexico International Border.
Our mission is to maintain the Department’s goal of providing the highest level of safety, service, and security to those who utilize the transportation system by ensuring the safe operation of commercial vehicles. We accomplish this mission with vigorous inspections and enforcement of commercial vehicle equipment, loading, and driver qualification violations which includes sobriety and fatigue factors. Both the Otay Mesa Commercial Enforcement Facility and the Tecate Commercial Enforcement Facility are responsible for maintaining an effective program of regulations and inspection of commercial vehicles to ensure compliance with the provisions of the California Vehicle Code (CVC), the California Code of Regulations, Title 13 (13 CCR), the Code of Federal Regulations, Title 49 (49 CFR), and other applicable statutes and regulations relating to the safe and lawful operation of commercial vehicles on California highways.
